A Volusia County couple is under arrest, accused of leaving three young children in a home filled with cockroaches and human waste, officials say.Detectives say they could not believe what they saw when they went inside Walter and Tara Milane’s home.Tara Milane, 34, and Walter Milane, 52, are facing charges of child neglect after sheriff’s deputies say they found three children, ages 3, 4 and 5, living in filthy conditions in their DeLand apartment.Evidence photos from their home provided to WESH 2 News by the Volusia County Sheriff’s Office show cockroaches coming out of the cabinets in the kitchen. The arrest affidavit says there were also a large amount of dead and alive cockroaches in the refrigerator.Another photo shows a child’s bedroom, and according to the arrest affidavit, the mattress was soiled with fecal mater which also was smeared on the walls.Deputies say when asked about the mess, Tara Milane told them one of the children, “likes to defecate in his hands, then smear it on the wall, (but) made no mention of why the feces has not been cleaned up.”Investigators also said, “the children appeared soiled and had a pungent odor, (but noted) the physical condition of the children appeared okay as they did not appear to be at an unhealthy weight.”The Sheriff’s Office said the couple willfully abused the children by not providing adequate healthy living conditions, and the children were turned over to the custody of the Florida Department of Children and Families while the couple was taken to jail.The Milanes have since bonded out.Walter Milane has been in jail before, WESH 2 News has learned. In 1996 he was sentenced to 20 years in prison for second-degree murder after he was convicted of fatally stabbing a man at a Holly Hill gas station.Deputies say they were alerted to the filthy conditions at the home when a DCF investigator who was trying to check on the kids called the Sheriff’s Office for back-up.
